The Fire Alarm Building parcel

The zoning and use designation for the Oakland Main Library and the Fire Alarm
building, which was parkland on which a small utilitarian building was placed
that is now historic, should both be designated as “public facilities” and “open
space.” They were incorrectly labeled (under Land Use and Urban Form, Chapter
5, Page 217 and 221, Figure LU-10a and LU-11 as “opportunity sites”. They are
municipal properties that should be deleted from the set of parcels available for
development. They were correspondingly mislabeled in Figure 111-9, 13 and
14 in the EIR.
The Oakland Main Library space must be protected for its important Oakland
educational and cultural resources. It will be even more strategic for
employment research, and to serve the rising number of residents and office
workers in the Central District and the Lake Merritt BART Station area. The Fire
Alarm Building parcel could have parking spaces replaced with well-kept green
space that would protect views and complement the walkability of the 14 th Street
thoroughfare and the Lake Merritt Boulevard. The historic elements in the
existing Fire Alarm Building could be a historic gallery and reading room,
perhaps with a café, that could be curated by the Oakland librarians in
conjunction with the Oakland History Room.
